The city of South Bend has many non-violent offends, women/men but very few facilities with successful programs for reform. First of all most of our current non-violent offenders are unemployed with very little skills. I am aware of what the city has to offer however, most aren't very welcoming. When I say that I mean less red tape and services located in neighborhood areas. Pool halls, adult game rooms with monitored internet access. These privileges are only available to members that are willing to complete job search quota. This may sound somewhat far-fetched but the majority of programs here are filled with legal technicalities. Of course, we need rules but must meet individuals at a comfortable level. Too many young adults complain nor will participate in services now because of being humiliated and belittled because of prior offenses through the systems. Until we meet offenders on common grounds and have experiences of life ourselves our efforts are feudal.

in the coming years, an addition to the Reflections Apartments from Cedar Road, along Vistula butting up to the existing complex, will result in much increased road traffic. For safety and sustainability of walkers and joggers, a sidewalk install along Vistula would only make perfect sense. There is already an overload of pedestrian traffic along Vistula, and portions of it have no place for pedestrians to walk except thru the grassy easments virtually in peoples front yards, or in the road itself. As this area continues to see population growth, the hazards only grow with it. This would need to be a city of Mishawaka and St Joe County project because portions of this span Mishawaka city limits and others are St Joe County maintained (East of Cedar)
